Workshop on Strategic Use of Time Release Study and CAREC Corridor Performance Measurement was held in Almaty (Kazakhstan) on 27-28 April, 2017.

The workshop aimed to help CAREC customs officials identify specific causes of delays at critical border crossing points and take the necessary actions to remove or mitigate such delays, and thus improve overall performance of CAREC corridors.

In line with CAREC Institute's mandate to enhance the capacities of CAREC member countries, the workshop also helped participants familiarize themselves with the design, methodology, data processing, and analysis of the Time Release Study (TRS) and acquire the necessary skills to conduct periodic TRS efficiently and effectively.

The experts discussed in detail the principles, guidelines, phases, and tasks to conduct TRS in accordance with the World Customs Organization (WCO) guidelines. A practicum on how to use the online TRS survey helped ensure that responsible customs personnel will be able to use the WCO tool effectively.

The workshop also enabled customs personnel on the use of Microsoft Excel worksheets to conduct the TRS in border crossing points where the WCO software is unavailable due to limited or intermittent internet connection.

Customs officials from Georgia, Kazakhstan, the Kyrgyz Republic, Tajikistan and Uzbekistan participated in the workshop.
